Recruitment of Assistant Engineer (Civil) in Class-II

(Group-B) of Orissa Engineering Service under Water Resources Department

                        Applications in the prescribed form (both Short & Long)  are invited from  the prospective candidates  for recruitment to  21 (twenty-one) posts of Assistant Engineer (Civil) (Examination Code-12, Post Code-109) in Class-II (Group-B) of Orissa Engineering Service under Water Resources Department  in the scale of pay of Rs.6,500-200-10,500 with usual Dearness and  other Allowances as may be sanctioned by the Government of Orissa from time to time.  The posts are temporary but likely to be made permanent.

(a)        Out of the vacancies mentioned above, one post is reserved for Ex-Servicemen. The Ex-Servicemen shall be adjusted against the category to which he belongs.

(b)        In case of non-availability of eligible and suitable Women candidates belonging to the respective category, the unfilled vacancies shall be filled up by eligible and suitable Male candidates of the same category.

(c)        In the event of non-availability of eligible and suitable Scheduled Tribe candidates, Scheduled Caste candidates will be considered and vice versa.

(d)        The number of vacancies to be filled up on  the basis of this recruitment is subject  to  change  by  Government  without  notice  depending  upon the exigencies of public service at the discretion of the Government.

                                                                               

3.         EDUCATIONAL QUALIFICATION :

                        A candidate must (a)  hold a Degree in Civil Engineering from an Indian University or a Diploma in Civil Engineering from an Indian Engineering College; or (b) be an Associated Member of the Institution of Engineers Civil (India), or (c) hold a degree or Diploma in Civil Engineering from one of the Universities or Civil Engineering Colleges in the United Kingdom enumerated in the Appendix-I to this advertisement or have passed one of the examinations mentioned therein.

 

4.         AGE :  (i) A candidate must be under 32 (thirty two) years and above 21 (twenty one) years of age on the 1st August, 2008 i.e. he/she must have been born not earlier than 2nd August, 1976, and not later than 1st August, 1987.

            The upper age-limit prescribed above will be relaxable:

(a)                Up to a maximum of 5 (Five) years, if a candidate belong to a Schedule Tribe(S.T.) or a Schedule Caste(S.C.) or a Woman;

(b)               Up to a maximum of  3 (Three) years in the case of a candidate belonging to Socially and Educationally Backward Classes (S.E.B.C.), who is eligible to avail of reservation applicable to such candidate;

(c)                Up to maximum of 5 years in respect of Ex-Servicemen and 10 years in respect of Physically Handicapped candidates (PD with suitable aid, one arm affected, one leg affected, both leg affected, mobility not restricted);

 

(d)               Up to maximum of 10 years in respect of Graduate Engineers, who are already in the panel, as per Water Resources Department Resolution No.470, dt.04.01.2002.

 

Provided that a candidate who comes under more than one category mentioned above, shall be eligible for only one age relaxation benefit, which shall be considered most beneficial to him/her.

 

                        (ii)        The upper age limit may be fully relaxed in respect of candidates who have entered the State Government service as J.E. within the prescribed age limit but without qualification prescribed under clause(d) of Rule-9 of O.S.E. Rules, 1941 and have subsequently acquired the Graduate Engineering Degree while serving as such.

           

                        (iii)       The upper age limit may also be relaxed in respect of the D.L.R./N.M.R. Graduate Engineers, who are working under the Works Department, Rural Development Departments, Housing & Urban Development Departments and Water Resources Department subject to the following conditions :-

                        (a)        The workers should have been engaged prior to 12.04.1993, i.e. prior to promulgation of ban on engagement of N.M.R./D.L.R. Job Contract Workers’ etc vide Finance Department Circular No WF-11-180/92-17815/F.,Dt.12.04.93.

 

                        (b)  They should have the minimum educational/technical qualification prescribed under Para 3 of the advertisement for the post of Assistant engineer (Civil).

 

                        (c)   They should be within the age limit prescribed for first appointment to Government service after deduction of the number of years they have worked under Works Department, Rural Development Department, Housing & Urban Development Department and Water Resources Department.

            SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED. 

            Date of birth entered in the High School Certificate or an equivalent Certificate issued by the concerned Board/Council will be accepted by the Commission. 

            No other document relating to age like horoscope, affidavit, birth extracts from Municipal Corporation, Service records and the like will be accepted.

 

5.                     HOW  TO  APPLY  : (a) (i)  Application Form : Candidates are required to apply to the Special Secretary to the Commission for the prescribed  Application  Form (both Short & Long) which along with other particulars are obtainable either in person from the  Office of the Orissa Public Service Commission,  19, Dr. P.K. Parija Road, Cuttack-753001 between 11.00 A.M. and 1.30 P.M. and 2.00 P.M. and  4.00 P.M. on any working day on cash payment of Rs.30/- (Rupees thirty) only or by Registered Post on remittance of Rs.55/- (Rupees  fifty-five) only by money-order.  Full address of the candidate and name of the post/service advertised must be specified in the money-order coupon in   BOLD CAPITAL LETTERS.

 

 

(ii)        If Money-Order from any candidates, for supply of prescribed Application Forms, is not received in the Office of the O.P.S.C. before 10 (Ten) days from the last date for receipt of applications, the same shall not be accepted and accordingly no Application Form will be supplied to such candidates by Registered Post.

 

(b)        (i)         Last date for receipt of applications :  Candidates are required to send their applications in prescribed form by Registered Post/Speed Post/Courier Service to the Special Secretary, O.P.S.C., 19, Dr. P.K. Parija Road, Cuttack-753001 by the last date for receipt of applications.  The Commission will not take     any responsibility if the application is not received in time.  The candidates may also submit   their applications in closed covers in the office of Orissa Public Service Commission directly/personally on or before the last date of receipt of applications at the Reception Counter.  The closed envelope containing the application must be superscribed “Application for the posts of Assistant Engineer (Civil)” .The candidates submitting their applications directly/personally at the Reception Counter of Orissa Public Service Commission will be given proper acknowledgement receipt. 

 

(ii)           Applications received after the closing date shall not be entertained. However, if an application is received by Registered Post/Speed Post/Courier Service after due date, it may be accepted provided the date of posting marked on the body of the cover/envelope by the Postal Department/Courier Service indicate  that it was posted at least seven days before the last date fixed for receipt of applications.
