3. DUTIES =20 : = The Officer will be looking after promotion and development of = Textiles=20 activities in the State. = Extensive touring under arduous = conditions are involved in this job.

4. =20 AGE=20 : = A=20 candidate shall not ordinarily be below =20 21 (Twenty-one) years and above 32 (thirty-two) years of age on = the 1^st August, = 2009.

&nbs= p; =20 The upper age limit prescribed above is relaxable :

5. =20 EDUCATIONAL QUALIFICATION = :

(a) =20 Degree in Textile Technology, Spinning and Weaving from a recognized Institution or Textile=20 Chemistry.

Diploma in Textile Technology/Handloom Technology from a = recognized=20 Institution with minimum practical experience of three years in the=20 Spinning/Weaving Department of a Textile Mill or Handloom Industry or = under the=20 State Government.

6. OTHER ELIGIBILITY CONDITIONS=20 : =20

(i) = ; =20 The candidate must be a citizen of=20 India;

(ii) = ; =20 The candidate must be of good character, and be = of sound=20 mental and bodily health, and good=20 physique with active habits, which may be relaxed in case of Physically=20 Handicapped persons;

(iii) = ; =20 The candidate should be able to speak, read and = write=20 Oriya and should have passed Middle English School Examination with = Oriya as a=20 language subject; OR have = passed=20 the H.S.C. Examination or equivalent examination in the Oriya as medium = of=20 examination in non-language subjects; OR have passed in Oriya language = subject=20 in the final examination of Class-VII or above; OR have passed a test in = Oriya=20 equivalent to the Middle English School Standard conducted by the School = &=20 Mass Education Department of Government of Orissa;

(iv) = ; =20 A person, who has more than one spouse living or = in case=20 of a woman candidate, if married to a person having one spouse living, = shall not=20 be eligible for appearing at the Examination/Interview :

Provided that=20 the State Government may, if satisfied that such marriage is permissible = under=20 the personal law applicable to such person or there are other grounds = for so=20 doing, exempt any person from the operation of this rule;

8. CERTIFICATES TO BE ATTACHED = : Candidates are required to = submit along=20 with their applications, true copies of the following documents duly attested by Gazetted Officer or Notary Public. (iv) = ; =20 Mark-lists in support of all the aforesaid = examinations=20 (i.e. H.S.C. to Degree) including fail marks, if any, issued by the = concerned=20 Board/Council/University;

NOTE = : Candidates not awarded percentage of =20 marks but only =93GRADE MARKS=94, should, along

with = their=20 applications, produce the Conversion Certificate from the concerned = University=20 including the actual equivalent percentage of marks and the conversion = formula,=20 failing which, their applications are liable to be rejected.

While filling=20 up the table under Sl.No.5 & 6 of Column No.15 of the Application = Form, the=20 candidate has to mention details of marks secured in each = Semester/Annual=20 Examination leading to award of Degree/Diploma.

9. METHOD OF SELECTION :

A. = The=20 Commission shall consider all the applications received and shall call = upon the=20 eligible candidates for interview and in the event of the number of = eligible=20 candidates exceeds fifty, the Commission may conduct the Written = Examination for=20 selection of suitable candidates :

=20 Provided that the State Government may depute an Officer to = represent the=20 Department at the interview conducted by the Commission for the purpose = and the=20 Officer so deputed shall advise the Commission on the suitability of the = candidate with reference to special qualities required for the = Services.

B. =20 Subjects for written examination for recruitment of Assistant = Director of=20 Textiles

1. = ; =20 Textile raw materials, technology of Spinning of = yarn=20 from different fibres.

2. = ; =20 Preparation of Yarn, Weaving Mechanism, Fabric = structure=20 and designing.

3. = ; =20 Testing of different Textile materials, Textile=20 calculation and costing etc.

4. = ; =20 Type of loom, parts of loom, weaving = technology.

5. = ; =20 Dyeing, bleaching and post weaving, processing = of=20 Textile materials.

6. = ; =20 Textile Engineering, Factory management, Labour Laws and Industrial economics.

7. = ; =20 Textile (Handloom, Power loom, Composite Mills) = Industry=20 in = India.

&nbs= p; =20 The written examination shall consist of two papers and each = paper shall=20 carry 100 marks. The = duration of=20 each examination shall be for two hours and minimum pass mark in each = paper=20 shall be 50 marks in order to be eligible for appearing in the oral = test. The standards of examination = shall be=20 equivalent to the degree examination of an = University=20 of the State.

&nbs= p; =20 The oral test shall carry 30 marks to ascertain the personality = of the=20 candidate.

NOTE=20 =96 (i) In case = the=20 selection consists of only oral test, the candidates will be duly = intimated by=20 the Commission.

&n= bsp; =20 (ii) =20 In such case, the oral test shall carry 50 marks in addition to = the=20 career marking consisting of 50 marks.

10. EXAMINATION FEE : A candidate is required to pay = a=20 non-refundable and non-adjustable fee of Rs.100/- (Rupees hundred) only = either=20 in shape of deposit of the amount in the Government Treasury under the = Head = =930051-P.S.C.-105-State P.S.C.=20 Examination Fee=94, or=20 in the form of Crossed Indian Postal Order payable to the Secretary, = Orissa=20 Public Service Commission at General Post Office, Cuttack or Account = Payee Bank=20 Draft/Pay Order drawn in favour of = Secretary, Orissa=20 Public Service Commission payable at any Scheduled Bank at Cuttack. = Treasury Challan with wrong mention of Head of Account or = wrong=20 mention of designation of the authority in the I.P.O./Bank Draft/Pay = Order shall=20 not be accepted.
