Applications in the prescribed form are invited from inservice (S.T./S.C./S.E.B.C.) Assistant Surgeons (regular or contractual) under the State Government/State Government Undertakings/Lecturers working under the State Government in the 3 (Three) Government Medical Colleges and their attached Hospitals of the State having experience of at least one year as such for Special Recruitment to the Junior Teaching Posts (Lecturers) in following disciplines in the S.C.B. Medical College & Hospital and S.V.P.P.G.I.P., Cuttack, M.K.C.G. Medical College & Hospital, Berhampur and V.S.S. Medical College & Hospital, Burla or any other Medical College & its attached Hospital established by the State Government, in the Pay Scale of Rs.8,000-275-13,500/- in Class-II (Group-B) of the Orissa Medical Education Service (Orissa Medical Education Service(Recruitment) Rules,1979 as amended from time to time). Inservice Doctors with P.G. Degree but without the prescribed experience of one year and those with P.G. Degree who are not inservice Doctors, may also apply; but they will be considered for the posts provided the candidates working as Assistant Surgeons/Lecturers under the State Government/State Government Undertakings with prescribed qualifications are not available in adequate number.

The upper age limit is relaxable by 3 years for candidates belonging to Socially and Educationally Backward Classes (SEBC), by 5 years for candidates who belong to the categories of S.C., S.T., Women and eligible Ex-Servicemen and by 10 years for Physically Handicapped persons. The upper age-limit is relaxable by 13 years, i.e. upto 45 years of age in case of clinical discipline and upto 50 years i.e. relaxable by 18 years in case of non-clinical discipline candidates, who are already in Orissa State Government Service. For the purpose of this clause, Government Service will include those, who have been in contract employment under the Government for 3 years or more.
HOW TO APPLY : For details please see the long advertisement, which can be obtained along with the prescribed application form from the office of the Special Secretary, Orissa Public Service Commission, 19, Dr. P.K.Parija Road, Cuttack-753001 personally between 11.00 A.M. and 1.30 P.M. and 2.00 P.M. and 4.00 P.M. on any working day on cash payment of Rs.30/- (Rupees thirty) or by Registered Post on remittance of Rs.55/- (Rupees fifty-five) only by money order. Full name and address of the candidate and name of the post or service advertised must be specified in the money order coupon in Block Capital letters.
The candidates may also download the prescribed application form and copy of long advertisement from the Website of the O.P.S.C. @ http://opsc.nic.in. The S.E.B.C. candidates downloading the prescribed application form will be required to pay Rs.80/- (Rs.30/- for application form + Rs.50/- towards examination fee), in shape of Indian Postal Order or Treasury Challan as provided under paragraph-6 of the advertisement, at the time of submission of application form. Similarly, the S.C./S.T. candidates downloading the prescribed application form will be required to pay Rs.30/- towards application form only in shape of Indian Postal Order or Treasury Challan at the time of submission of application form. The S.C./S.T. candidates are, however, exempt from paying the examination fee.

Special Recruitment to the posts of Junior Teacher (Lecturer) in different disciplines in Class-II of O.M.E.S. for S.T., S.C. & S. E .B. C. candidates.

1. Applications in the prescribed form are invited from amongst inservice (S.T./S.C./S.E.B.C.) Assistant Surgeons (regular or contractual) under the State Government/State Government Undertakings/Lecturers working under the State Government in the 3 (Three) Government Medical Colleges and their attached Hospitals and holding Post-Graduate Degree in the concerned speciality/higher speciality, as the case may be, and having experience of at least one year as such for special recruitment to the following Junior Teaching Posts (Lecturers) in different disciplines in the S.C.B. Medical College & Hospital and S.V.P.P.G.I.P., Cuttack, M.K.C.G. Medical College & Hospital, Berhampur and V.S.S. The reserved vacancies, except S.E.B.C. category, are exclusively meant for S.T./S.C. category. In the event of non-availability of eligible S.T./S.C. candidates, the cases of eligible candidates from either category will be considered.
Where adequate number of eligible/suitable women candidates in the respective category are not available, the remaining vacancies shall be filled up by male candidates of that category/discipline.

The number of vacancies to be filled up on the basis of this recruitment is subject to change by Government without notice depending upon administrative exigencies at the discretion of the State Government.
3. AGE:
A candidate must be under 32 years and above 21 years of age on the 1st August, 2005. The upper age limit is also relaxable by 3 years for candidates belonging to Socially and Educationally Backward Classes (SEBC), by 5 years for candidates, who belong to the categories of Scheduled Castes, Scheduled Tribes, Women and eligible Ex-Servicemen and by 10 years for Physically Handicapped candidates.
The upper age-limit is relaxable by thirteen years, i.e. upto 45 years of age in case of clinical discipline and upto 50 years (i.e. relaxable by 18 years) in case of non-clinical discipline candidates, who are already in Orissa State Government Service. For the purpose of this clause, Government Service will include those who have been in contract employment under the Government for 3 years or more :
Provided that a person who comes under more than one category mentioned above, shall be eligible for only one benefit of upper age relaxation which shall be considered most beneficial to him/her.
4. QUALIFICATION: A candidate must have obtained Post-GraduateDegree in the concerned speciality/higher speciality or any other equivalent degree or qualification prescribed and recognised by the I.M.C.
5. OTHER ELIGIBILITY CONDITIONS:
(i) The candidate must be a citizen of India;
(ii) The candidate should be able to speak, read and write Oriya and
should have had Oriya as a language subject in the Middle English
School or any equivalent examination, or has been declared to have
passed a test in Oriya language equivalent to the
Standard conducted by the School & Mass Education Department of
Government of Orissa;
(iii) A person, who has more than one spouse living , will not be eligible
for appointment unless the State Government has exempted
his/her case from operation of this limitation for any good and
sufficient reason;

(iv) Government Servants, whether temporary or permanent, are eligible to
apply provided that they possess the requisite qualification, experience
and are within the prescribed age limit. They must inform their
respective Heads of Offices in writing regarding submission of their
applications for this recruitment and obtain No Objection Certificate;
(v) Only those candidates who fulfil the requisite qualification and
experience by the closing date of receipt of applications will be
considered eligible;.
(vi) Before appointment, a candidate must register himself/herself under
the Orissa Medical Registration Act, 1961;
(vii) A candidate will not be eligible for consideration if at any time he/she
has been debarred by any State Public Service Commission or U.P.S.C.
from appearing at any examination;
(viii) A candidate must have rendered one year service as Assistant Surgeon
under the State Government by the last date of receipt of applications.
Contract employment will be considered as service under the State
Government.
6. EXAMINATION FEE
:
A candidate is required to pay a non-refundable and non-adjustable fee of Rs.50/- (Rupees fifty) only either in shape of deposit of the amount in the Government Treasury under the Head 0051-PSC-104-State PSC-Examination Fees, or in the form of Crossed Indian Postal Order payable to the Secretary, Orissa Public Service Commission, at General Post Office, Cuttack. The original copy of Treasury Challan/Postal Order, as the case may be, should be sent to the Commission along with the application. Candidates belonging to Scheduled Castes and Scheduled Tribes are exempted from payment of this fee. No claim for refund of fee will be entertained nor the fee will be held in reserve for any other purpose.

7. CERTIFICATES TO BE ATTACHED :
Candidates are required to submit along with their applications true copies of the following documents duly attested by a Gazetted Officer or Notary Public.__The candidates are also required to mention on each document submitted by me and put their full signature on the same. They must not attach to their applications the Original Certificates. Only those who will be called for interview are required to bring with them the original certificates, mark-sheets etc. in support of the attested copies for verification at the time of interview-
(i) H.S.C. or equivalent certificate in support of declaration of age;
(ii) P.U./P.P./Intermediate/+2 Examination Certificate;
(iii) M.B.B.S. Certificate;
(iv) P.G. Degree Certificate in support of qualification in the concerned
speciality/higher speciality;
(v) Certificate from competent authority regarding the prescribed
experience of one year as Assistant Surgeon/Junior Teacher, as
the case may be;
(vi) Certificate from competent authority regarding continuity in service
under the Government of Orissa, if he/she is in the service by the last
date of receipt of applications.
(vii) Mark lists in support of all the aforesaid examinations
(i.e. H.S.C. to M.B.B.S.) passed including fail marks, if any;
NOTE Candidates, who have not been awarded percentage of marks, but only
GRADE MARKS should, along with their applications, produce
the conversion certificate from the concerned University indicating
the actual equivalent percentage of marks and the conversion formula,
failing which their applications are liable to be rejected.
(viii) List of marks obtained at the M.B.B.S. Degree Examination (from
first to final) and indicate the chances taken to obtain the degree;
ix) Housemanship Completion Certificate;
x) Medical Registration Certificate;

xi) Required Oriya Test Pass Certificate from Competent Authority;
xii) Candidates
claiming to have belonged to S.C./S.T./S.E.B.C. category
by birth are required to enclose with applications copies of recent
relevant Caste/Tribe/SEBC certificates issued in the prescribed form by
the District Magistrate/Collector or Additional District Magistrate or
Sub-divisional Magistrate/Sub-Collectors or Executive Magistrates or
Revenue Officers, not below the rank of Tahasildar/Additional
Tahasildar of Government of Orissa. Ex-Servicemen are required to
attach copy of discharge certificate issued by the Commanding Officer
of the Unit last served. Physically Handicapped persons are required to
attach copy of their Identity Cards issued by the District Social Welfare
Officer;
xiii) If a candidate claims to possess qualification equivalent to the
prescribed qualification, the rule/authority (with number and date)
under which it is so treated must be furnished with the application
form.
8. METHOD OF SELECTION :
The selection of candidates for recruitment to the posts will be made on the basis of career assessment and Viva Voce test. The Commission at their discretion may short-list the candidates to a reasonable number for conducting interview by making a preliminary selection either on the basis of evaluation of their academic career taking into account the requisite minimum educational qualification or by conducting a preliminary written test.
9. OTHER
CONDITIONS :
(i) Candidates are required to submit along with the applications :-
a) Two passport size copies of recent photographs signed by the
candidates on its front, one pasted at the right hand corner of the
first page of the application and the other stitched to the application;
b) One self-addressed envelope (approximately 23 Cms X
10 Cms. ) affixed with stamp of Rs.5;
c) One self-addressed Post Card affixed with stamp of Rs.6/-;

(ii) A candidate found guilty of seeking support for his/her candidature by
offering illegal gratification or applying pressure on any person
connected with the conduct of the recruitment process or found
indulging in any type of malpractice in course of the selection or
otherwise, shall, in addition to rendering himself/herself liable to
criminal prosecution, be disqualified not only for the recruitment for
which he/she is a candidate, but also may be debarred, either permanently
or for a specified period, from any recruitment or selection to be
conducted by the Commission;
(iii) Applications found to be incomplete in any respect are liable to
rejection
without entertaining any correspondence with the applicants on that score;
(iv) Applications received
after the closing date shall not normally be
entertained. If an application is received by Registered Post/ Speed
Post/Courrier Service after the due date, it may be accepted provided
documentary proof is produced to the effect that it was posted at least
seven days before the last date fixed for receipt of applications;
(v) This advertisement should not be construed as binding on the Government
to make appointment;.
(vi) Concessions meant for S.C., S.T. and S.E.B.C. are admissible to Scheduled
Castes, Scheduled Tribes and Socially & Educationally Backward
Classes of Orissa only;.
(vii) Candidates are required to take due care to annex with the applications, the
copies of certificates and other documents as stated above and mention the
total number of the annexed documents at the appropriate column of the
application form;.
(viii) Persons holding the post of Junior Teachers (Lecturers) in a particular
speciality/higher speciality are also eligible to apply for Junior Teaching
Posts (Lecturers) in any other speciality or higher speciality subject to the
condition that their seniority inter-se-in the new speciality/higher speciality
will be determined from the date of joining in the new speciality/higher
speciality;
(ix) Candidates are required to mention name of the discipline clearly
while mentioning the name of Post/Service
on the front page of the
prescribed Application Form. If a candidate wants to apply for more
than one discipline, he/she should apply in separate application forms
along with separate fees and other required documents as per the
provisions made in the advertisement.;

(x) Mere empanelment in the select list shall not confer any
right for appointment.
10. HOW TO APPLY :
Candidates are required to apply to the Special Secretary to the Commission for the prescribed application form which, along with other particulars, is obtainable in person from the Office of the Orissa Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001 between 11.00 A.M. and 1.30 P.M. and 2.00 P.M. and 4.00 P.M. on any working day on cash payment of Rs.30 (Rupees thirty) only or by Registered Post on remittance of Rs.55 (Rupees fifty-five) only by Money-order. 11. Candidates are required to send their applications in prescribed form by Registered Post/Speed Post/Courrier Service. The Commission will not take any responsibility if the application is not received in time. The candidates may also submit their applications in closed cover in the Office of Orissa Public Service Commission directly/personally on or before the last date of receipt of applications at the Reception Counter. The closed envelope containing the application must superscribe Application for Special Recruitment of Junior Teacher. The candidates submitting their applications directly/personally at the Reception Counter of Orissa Public Service Commission will be given receipt of acknowledgement.
