Applications in the prescribed form are invited from among the Socially and Educationally Backward Classes, (S.E.B.C.), Scheduled Tribe & Scheduled Caste candidates only for recruitment to 255 (two hundred fifty-five) posts of Assistant Surgeon in Junior Class-I of Orissa Medical & Health Services cadre under Health & Family Welfare Department in the Pay Scale of Rs.8,000-275-13,500/- with usual Dearness and other Allowances as may be sanctioned by the Government of Orissa from time to time. The posts are temporary and likely to be made permanent.

(a) Out of the vacancies mentioned above, 8 (Eight) posts are reserved for Physically Handicapped (Orthopaedically Handicapped) candidates, who are capable of rendering service to the public. Besides, 6(Six) posts are reserved for Ex-servicemen and 3(Three) posts for sports persons. Candidates belonging to P.H. (Ortho.), Ex-servicemen & Sports Persons shall be adjusted against the categories to which they belong.
(b) In the event of non-availability or availability of insufficient number of eligible and suitable women candidate(s) belonging to any particular category, the vacancies or the remaining vacancies reserved for women candidate(s) of that category shall be filled up by male candidates of the same category.
(c) In the event of non-availability of eligible and suitable Scheduled Tribe candidates, Scheduled Caste candidates will be considered and vice versa.
(d) The number of vacancies to be filled up on the basis of this recruitment is subject to change by Government without notice, depending upon the exigencies of public service at the discretion of the State Government.
3. AGE : A candidate must be under 32 (thirty-two) years and above 21 (twenty-one) years of age on the 1st August, 2008 i.e. he/she must have been born not earlier than 2nd August, 1976 and not later than 1st August, 1987.
The upper age-limit prescribed above is relaxable :
(i) Up to a maximum of 5(five) years, if a candidate belongs to a Scheduled Tribe (S.T.) or a Scheduled Caste (S.C.) or is an eligible Ex-serviceman or a Woman;
(ii) Upto a maximum of 3(three) years in the case of a candidate belonging to Socially and Educationally Backward Classes, (S.E.B.C.), who is eligible to avail of reservation applicable to such candidate;
(iii) Upto a maximum of 10(ten) years for Physically Handicapped (Orthopaedically Handicapped) candidates.
Provided that a person who comes under more than one category mentioned above, shall be eligible for only one benefit of upper age relaxation, which shall be considered most beneficial to him/her.
Provided further that persons with past service as Medical Officers under the State Government to their credit shall be given preference and in their case, the period of service so rendered by the last date of receipt of applications shall be added to the age limit for entry in to the services.
SAVE AS PROVIDED ABOVE THE AGE LIMITS
PRESCRIBED CAN IN NO CASE BE RELAXED.
The date of birth entered in the High School Certificate or equivalent certificate issued by the concerned Board/Council will be accepted by the Commission.
No other document relating to age like horoscope, affidavit, birth extracts from Municipal Corporation, service records and the like will be accepted.
4. EDUCATIONAL QUALIFICATION :
(i) A candidate must be a Bachelor of Medicine and Bachelor of Surgery (M.B.B.S.) from any recognized University in the Indian Union or possess equivalent qualification or be a holder of a registerable medical qualification from a recognized Medical College in United Kingdom.
(ii) After passing the final M.B.B.S. Examination from any recognized University, where M.B.B.S. Course is of 41/2 years duration, a candidate must have successfully completed Housemanship for at least one year. But if a candidate has passed the final M.B.B.S. Examination of five years course from any other recognized University, where there is no obligatory rotating Housemanship prior to award of the M.B.B.S. Degree, he/she must have completed successfully Housemanship for at least six months on or before the last date prescribed for receipt of application for the above post.
(iii) In case he/she has acquired M.B.B.S. Degree from a foreign University, he/she is required to have passed the Screening Test conducted by the National Board of Examination as prescribed by the Medical Council of India vide Notification No.MCI-203(9) Regn.2001, dated 13.02.2002.
(iv) A candidate before appointment will have to register himself/herself under the Orissa Medical Registration Act, 1961, if not, already so registered.
5. OTHER ELIGIBILITY CONDITIONS :
(a) (i) The
candidate must be a citizen of
(ii) The candidate must be of (a) good moral character; and (b) sound physical and mental health, good physique and active habits and free from organic defects or bodily infirmities so as not to create an impairment in the due discharge of duties;
(iii) The candidate should be able to speak, read and write Oriya and should have had Oriya as a language subject in the Middle English School Standard or any equivalent examination or, has been declared to have passed a test in Oriya language equivalent to the Middle English School Standard conducted by the School & Mass Education Department of Government of Orissa;
(iv) A person, who has more than one spouse living or in case of a woman candidate, if married to a person having one spouse living, shall not be eligible for appearing at the Examination/Interview;
Provided that the State Government may, if satisfied that such marriage is permissible under the personal law applicable to such person or there are other grounds for so doing, exempt any person from the operation of this rule;
(v) Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit. The over aged candidates should have required period of experience as provided under Para-3 of the advertisement. They must inform their respective Heads of Office/Department in writing regarding submission of their applications for this recruitment and obtain “No Objection Certificate”.
(vi) A candidate shall not be eligible for consideration if, at any time, he/she has been debarred by any State Public Service Commission or by U.P.S.C. from appearing at any examination/interview.
(vii)
Only those candidates, who fulfill the requisite
qualification and other conditions by the closing date of receipt of
application, will be considered eligible;
(b) (i) Every candidate selected for appointment shall be examined by the Medical Board.
A candidate who fails to satisfy the Medical Board shall not be appointed.
(ii) Every candidate selected for appointment to the Orissa Medical Service shall have to serve the initial period of minimum 3(Three) years in Tribal/Backward areas, like KBK District as declared by the Government from time to time. Every such candidate after serving three years, under above areas shall serve the next three years in Rural areas ;
Provided that the candidates who do not join the place of their posting in Tribal/Backward/Rural areas shall be permanently debarred from joining any Medical service under the State Government.
6. OTHER CONDITIONS :
(i) Candidates are required to submit along with the application :-
(a) Three passport size copies of recent photographs signed by the candidates on its front of the photographs, one pasted at the right hand corner of the first page of the application and the other two stitched to the application.
(b) i) Certificates of character and conduct from :-
The Principal/Proctor/Dean or Professor in Charge of a Department of Teaching of the College or University in which he/she last studied; and
ii) Two Gazetted Officers or respectable persons (not being relations) who are well acquainted with his/her in private life and unconnected with his/her College or University career without prejudice to the normal verification of character and antecedents prior to his/her appointment.
(c) Acknowledgement Card (supplied by the Office) mentioning particular of present postal address, Application Form No. Advertisement No. etc. and affixing stamp of Rs.6/-;
(d) One self-addressed envelope (Approximately 23 Cm. X 10 Cm.)
(ii) A candidate found guilty of seeking support for his/her candidature by offering illegal gratification or applying pressure on any person connected with the conduct of the recruitment process or found indulging in any type of malpractice in course of the selection or otherwise, shall, in addition to rendering himself/herself liable to criminal prosecution, be disqualified not only for the recruitment for which he/she is a candidate, but also may be debarred, either permanently or for a specified period, from any recruitment or selection to be conducted by the Commission.
(iii)
Applications
found to be incomplete in any respects are liable to rejection without
entertaining any correspondence with the applicants on that score;
(iv) Admission to Viva Voce test will be provisional. If on verification at any stage before or after the Viva Voce test, it is found that a candidate does not fulfill all the eligibility conditions, his/her candidature shall be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final;
(v) This advertisement should not be construed as binding on the Government to make appointment;
(vi) Concession meant for S.Cs., S.Ts. and S.E.B.Cs. by birth are admissible to the Scheduled Castes, Scheduled Tribes and Socially & Educationally Backward Classes of Orissa only;
(vii) Candidates are required to take due care to annex with the application the copies of certificates and other documents as stated above and mention the total number of the annexed documents at the appropriate column of the application form (vide Annexure-I);
(viii) The posts are temporary, but likely to be made permanent. The appointment can be terminated on one month’s notice from either side without assigning any reason thereof;
(ix) Mere empanelment in the select list shall not confer any right for appointment unless the Governor is satisfied after making such enquiry as may be deemed necessary that the candidate is suitable in all respects for appointment to the service;
(x) All persons appointed under the Government of Orissa on or after 1st January, 2005 shall not be eligible for pension as defined under sub-rule(1) of Rule-3 of the Orissa Civil Service (Pension) Rules, 1992; but shall be covered by the defined Contribution Pension Scheme in accordance with the Orissa Civil Service (Pension) Amendment Rules, 2005.
7. CERTIFICATES TO BE ATTACHED : Candidates are required to submit along with their applications, true copies of the following documents duly attested by Gazetted Officer or Notary Public. The candidates are also required to mention on each document “submitted by me” and put their full signature on the same. They must not attach to their applications the original certificates. Only those who are called for the Viva Voce test will be required to bring with them the original certificates, mark-sheets etc. of the attested copies, for verification at the time of Viva Voce.
If a candidate fails to furnish any of the original documents in respect of the attested copies submitted with the application for verification on the date of interview before the interview starts, he/she shall not be allowed to appear at the interview.
(i) H.S.C. or equivalent certificate in support of declaration of age issued by the concerned Board/Council;
(ii) P.U./P.P./Intermediate/+2 Examination certificate issued by the concerned Board/Council;
(iii) M.b.B.S. Degree Certificate issued by the recognized University;
(iv)
Mark-lists in support of all the aforesaid examinations
(i.e. H.S.C. to MBBS) passed including fail marks, if any, issued by the
concerned
NOTE - Candidates not awarded percentage of marks but only “GRADE MARKS” should, along with their applications produce the conversion certificate from the concerned University indicating the actual equivalent percentage of marks and the conversion formula, failing which, their applications are liable to be rejected.
While filling up the table under Sl.No.5
& 6 of column No.15 of the application form, the candidate has to mention
details of marks secured in each Semester/Annual examination leading to award
of Degree.
(v) List of marks obtained at the M.B.B.S. Degree Examination (from First to Final) indicating the chances taken to obtain the Degree issued by the concerned University;
(vi) Housemanship Completion Certificate;
(vii) Medical Registration Certificate;

Council of India vide Notification No.MCI-203(9) Regn. 2001, dated 13.02.2002
for Medical Graduate passing out of the
(x) Candidates claiming to be belonging to S.Cs/S.Ts./S.E.B.Cs. category BY BIRTH are required to enclose with applications copies of the relevant Caste/Tribe Certificates issued by the competent authority in the prescribed form. Candidates claiming to be belonging to S.E.B.C. category must enclose certificates issued by the competent authority in the prescribed form within the last three years from the date of advertisement.
The competent authorities are :- District Magistrate/Collector or Additional District Magistrate or Sub-divisional Magistrate/Sub-Collectors or Executive Magistrates or Revenue Officers, not below the rank of Tahasildar/Additional Tahasildar of Government of Orissa.
(xi) Ex-Servicemen are required to attach copy of Discharge Certificate issued by the Commanding Officer of the Unit last served. Sports Persons are required to attach a copy of Identity Card issued by the Director of Sports, Orissa. Physically Handicapped persons are required to attach copy of their Identity Card issued by the District Social Welfare Officer along with the Disability Certificate (indicating percentage of disability) issued by the concerned Medical Board;
(xii) If a candidate claims to possess qualification, equivalent to the prescribed qualification, the rule/authority (With number and date) under which it is so treated, must be furnished with the application form;
(xiii) Certificate from competent authority in support of past service as Medical Officer under the Government of Orissa in respect of candidates, who claim age relaxation as serving Doctors. The period of past service as Medical Officer will be taken in to account by the closing date of receipt of applications.
8. METHOD OF SELECTION : The selection of candidates for recruitment to the posts will be made on the basis of career assessment and Viva Voce Test. The Commission at their discretion may short-list the candidates to a reasonable number for conducting interview by making a preliminary selection either on the basis of evaluation of their academic career taking into account the requisite minimum educational qualification or by conducting a preliminary written test.
9. EXAMINATION FEE
: A candidate is required to pay
a non-refundable and non-adjustable fee of Rs.50/- (Rupees fifty) only either
in shape of deposit of the amount in the Government Treasury under the Head
“0051-P.S.C.-105-State P.S.C. Examination Fees”, or in the form of Crossed
Indian Postal Order payable to the Secretary, Orissa Public Service Commission
at General Post Office, Cuttack. Or
Account Payee Bank Draft/Pay Order drawn in favour of Secretary, Orissa Public
Service Commission payable at any scheduled bank at
10. HOW TO APPLY : (i) Application Form : Candidates are required to apply to the Special Secretary to the commission in the prescribed form which, along with other particulars is obtainable in person from the Office of the Orissa Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001 between 11 A.M. and 1.30 P.M. and 2 P.M. and 4 P.M. on any working day on cash payment of Rs.30/- (Rupees thirty) only or by Registered Post on remittance of Rs.55/- (Rupees fifty-five) only by money-order. Full address of the candidate, Advertisement Number and name of the post/service advertised must be specified in the money-order coupon in BOLD CAPITAL LETTERS.
(ii) If Money-Order from any candidates for supply of prescribed Application Form is not received in the office of the O.P.S.C. before 10(Ten) days from the last date for receipt of applications, the same shall not be accepted and accordingly no Application Form will be supplied to such candidates by Registered Post;
(iii) The candidates may also download the prescribed application form and copy of long advertisement from the website of the OPSC i.e. http://opsc.nic.in. The S.E.B.C. candidates downloading the application form will be required to pay Rs.80/- (Rs.30/- for prescribed application form + Rs.50/- towards Examination Fee) only in shape of Indian Postal Order/Bank Draft/Pay Order/Treasury Challan as provided under Paragraph-9 of the Long Advertisement at the time of submission of application form. The S.C./S.T. candidates downloading the prescribed application form will be required to pay Rs.30/- towards prescribed application form only in shape of Indian Postal Order/Bank Draft/Pay Order/Treasury Challan as the case may be, at the time of submission of application form. The S.C./S.T. candidates are, however, exempted from paying the examination fee.
(iv) Last
date for receipt of applications :
Candidates are required to send their applications in prescribed form by
Registered Post/Speed Post/Courier Service to the Special Secretary, O.P.S.C.,

(v) Applications received after the closing date shall not be entertained. However, if an application is received by Registered Post/Speed Post/Courier Service after due date, it may be accepted provided documentary proof is produced to the effect that it was posted at least seven days before the last date fixed for receipt of applications.
11. ACKNOWLEDGEMENT OF APPLICATIONS -
Immediately on receipt of Application Form of a candidate, the Acknowledgement Card submitted by him/her along with the Application Form, will be dispatched by the Commission’s Office to him/her assigning the candidate’s Roll Number. The mere fact that a candidate’s application has been acknowledged by the Commission does not mean that his/her candidature for the recruitment has been accepted by the Commission.
